UPDESCO was set up under section 21 of the Companies Act 1956. At the time of formulation of Sixth Five Year Plan, the State Government felt an urgent need for quick, specialized professional services that are required to support various plan formulations at state and regional level. It was increasingly felt that entire government functions could be performed more effectively if they could get prompt technical, specialized, data base and systems support services at one reliable and accountable source, inside the state.

The need for establishing this Public Sector enterprise was so necessary that the Government sanctioned an initial amount of Rs. 25 Lakh from the contingency funds, as equity. UPDESCO has its own brand value under the Department of IT & Electronics, Government of Uttar Pradesh.
