e-Procurement/e-Tendering is one of the key projects identified under Mission Mode Projects of National e-Governance Plan (NeGP) approved by Government of India in 2006. The Governmant of Uttar Pradesh had adopted e-Tendering on pilot basis during 2008 for departments like PWD, Irrigation, Medical & Health, Information Technology & Electronics, Printing & Stationery, Directorate of Industries and World Bank Aided/Externally Aided Projects.

The Government of Uttar Pradesh vide its GO dated 12th May, 2007, has made e-Procurement/e-Tendering mandatory for all U.P. Governmant Departments/PSUs/ Development Authorities/Nagar Nigams/Self Finance Institutions/Bodies in all Building Works, Services/Job Works, Purchase of Materials, Running Contracts and Rate Contracts and for that they have to use NIC's e-Procurement/e-Tendering platform

U.P. Electronics Corporation Ltd. (UPLC) has been nominated as Nodal Agency for implementation of e-Procurement/e-Tendering system in the State. All the Departments/ PSUs etc. are directed to get hand holding for implementation of the system from NIC and UPLC.

The e-Procurement/e-Tendering is being implemented in the State by using electronic system under the existing rules and processess only. The rules given in Uttar Pradesh Procurement Manual (Procurement of Goods) and all other relevant rules are to be followed in e-Tendering of above type of Works/Services/Jobs. The bidding process using electronic medium through e-Procurement/e-Tendering system in place of traditional paper transaction system is to be done as per followings,

  • The bidding for all Building Works, Services/Job Works, Purchase of Materials, Running Contracts and Rate Contracts, for which manual process is currently adopted, will be mandatorily done through e-Procurement/e-Tendering system by every Department.
  • All works under e-Procurement/e-Tendering system like e-Registration, e-Coding, Tender Creation, Tender Publishing, Tender Purchase, Submission, Bid Opening etc. will be done through electronically medium only.
  • All departments will do e-Procurement/e-Tendering using e-Procurement platform developed by NIC in place of using different e-Procurement platforms for getting the most competitive prices.
  • The NIC will be responsible for Confedentiality, Security and Maintenance of Bids and Data of e-Procurement/e-Tendering system.

The UPLC will provide required training free of cost to Government officials associated with tendering process, members of the committee, bidders, vendors, contractors on functionality of e-Procurement/e-Tendering system. The bidders/vendors/contractors training would cover making their computers/laptops ready for e-Tendering by uploading of softwares related with e-Tendering, tender downloading, tender submission, working on e-Tendering system by mock submission etc. The department officials training would cover softwares related with e-Tendering process, preparation of e-Tender & Bill of Quantity (BoQ), uploading of tender, tender opening, tender evaluation etc.

The software customization & tendering fee for departments publishing the tenders and registration fee for vendors/contractors submitting the bids using e-Procurement/e-Tendering system is fixed as follows:-

  • Every department has to pay Rs. 5000/- plus prevailing taxes to the nodal agency U.P. Electronics Corporation Ltd. as one time customization fee.
  • For every tender of the department, 0.01 percent of tender order value - min. Rs. 250.00 and maximum Rs. 5000.00 (inclusive of Taxes) is to be paid to U.P. Electronics Corporation Ltd. as tender fee.
  • The bidders/vendors/contractors have to pay one time fee of Rs. 6000.00 (inclusive of Taxes) to U.P. Electronics Corporation Ltd. and they have to first register with the system using their available Digital Signatures. After registration, they can participate in all tenders for two years without any extra fee based on their category wise eligibility. The fee for renewal of their registration will be Rs. 3000.00 (Taxes extra) per two years.
  • The bidders/vendors/contractors, department officials and members of the committee who participate in e-Procurement/e-Tendering system will have to procure Digital Signatures by depositing a fee of Rs. 1708.00 (inclusive of Taxes) per person. The Digital Signatures will be valid for two years. The required Digital Signatures for e-Procurement/e-Tendering system can be procured by department officials/bidders from any of the authorized certifying authorities of Controller of Certifying Authorities like NIC, New Delhi; TCS, Mumbai; Safe Script, Chennai; IDRBT; (N)Code Solutions; e-Mudra; C-DAC; Capricorn Identity Services Pvt. Ltd.; NSDL Technology; GNFC etc. or their registering authorities by depositing the required fee.

Every department has to procure & install required computer hardware equipments, minimum 512 Kbps broad band connection and essential antivirus software for implementation of e-Procurement/e-Tendering system in the department. All departments, PSUs etc. will have to fulfil essential requirements like hardware, training, software customization, digital signatures etc. within three months for implementation of e-Procurement/e-Tendering system.
