Core Infrastructure

To facilitate the benefits of IT & e-Governance to the citizen core infrastructure has been created.

State Data Centre (SDC)

  • The State Data Centre is one of the Core Infrastructure Project implemented by the State. SDC is a centralized reservoir for data, information and services (Central infrastructure to build central repository of information/data) for various departments of Government of Uttar Pradesh. SDC is operational since 6th August 2012. Various State Departments such as Basic Education, Home (Police) and Commercial Tax, Urban Development, Social Welfare, Rural Engineering, Forest, IT & Electronics etc. have been hosted in the SDC.
    • Hosting is available on Co-Location/Shared hosting model
    • A Tier 2 Data Centre with uptime of 99.741%.
    • 124 Services of 14 Departments are presently being hosted in SDC.
    • An ISO 27001 & ISO 20000 certified data centre.
    • SDC have its own Disaster Recovery Centre in Pune.

Common Service Centre (CSC)

  • In order to make provision of delivery of various Government Services (e.g. Caste, Income, Domicile, Birth/Death certificates, Khatauni etc) near the doorstep of the citizens, CSCs has been established across the State.
    • CSC scheme implementation has been decentralized; under the new scheme District Service Providers (DSP) has been selected through tendering process.
    • Till date, more than 49,000 CSCs have been established accross the state.
    • DSP share in the process of establishing one CSC per 10,000 Urban Population.
    • One CSC between two Gram Panchayats initially and finally one CSC per Gram Panchayatin rural areas.

State Wide Area Network (SWAN)

  • UP-SWAN is one of the major core infrastructure project in which a network of 885 nodes, 1 at State Headquarter, 70 at District Headquarters, 240 at Tehsil Headquarters and 574 at Block Headquarters connecting all the blocks, tehsils & districts to the state capital have been established. It provides Voice, Data and Video connectivity for the backend process to improve delivery of services to the Citizens, State is planning to convert all sites into Optical Fiber Cable(OFC) up to block level and increase the current bandwidth from 2Mbps to 10Mbps up to district level.
    • A Total of 885 PoPs have been established – 1 at State Headquarter, 70 at District Headquarters, 240 at Tehsil Headquarters and 574 at Block Headquarters .
    • A bandwidth of 34 Mbps between Lucknow, Meerut and Gorakhpur.
    • District level Swan PoP has been integrated with National Knowledge Network (NKN).
    • In Pilot Phase, 20 PoP centers identified & Solar Systems installed in identified PoP centers. After installation of Solar Systems, uptime of these PoP centers improved at very satisfactory level.
    • UPSWAN is moving from point to point connectivity to Multiprotocol Label Switching (MPLS).
